Underground stormwater retention can preserve usable surface area while placing a significant drainage component below pavement, landscaping, or another finished use. Its performance depends on the approved civil design and on coordinated excavation, subgrade preparation, groundwater planning, structures, connections, inspection points, backfill, compaction, and final grading. Field changes should not substitute for design direction.

The system and delivery boundaries are reviewed from the approved design for each project. Treat the approved system as part of the complete drainage plan

The bid package should show system limits, elevations, storage components, structures, inlet and outlet connections, overflow path, grading interfaces, approved materials, manufacturer requirements, and inspection or testing criteria. The civil, structural, geotechnical, landscape, paving, and utility documents should agree on the space and elevations reserved for the installation.

Design capacity, structural performance, product selection, and final acceptance belong to the responsible design and approval process. The construction proposal should identify which components, connections, accessories, testing, documentation, and manufacturer-related services are included without implying that the contractor replaces the project’s designer.

Plan excavation, groundwater, and site access together

Underground systems may require a substantial excavation and a stable working area for deliveries, assembly, equipment, inspections, and backfill. Existing utilities, building foundations, roadway sections, landscape areas, drainage routes, stockpiles, and construction traffic can constrain that space. The project logistics plan should protect both the excavation and adjacent work.

Groundwater, rainfall, soil conditions, temporary drainage, excavation safeguards, and discharge requirements need project-specific evaluation. The bid should state who is responsible for temporary water management, monitoring, permits, operation, maintenance, and documentation. Those decisions can affect the sequence and the condition required before an inspection or hold point.

Control backfill, surface interfaces, and closeout

System assembly and required observations should be completed before the work is covered. Backfill material, placement, compaction, testing, equipment limitations, and protection must follow the approved requirements. The finished surface may depend on reliable elevation and density control above and around the installation.

Closeout responsibilities should include the project-defined inspection records, material information, test results, redlines, survey or as-built support, photographs, and manufacturer documentation. Bravo coordinates with other subcontractors to protect sequencing and maintains a field-to-office communication loop so unresolved inspections, releases, or surface interfaces remain visible.

Buyers should compare proposals against the same approved system, product revision, quantities, excavation limits, groundwater assumptions, inspection plan, backfill requirements, and surface-loading condition. If the product supplier, designer, testing agency, surveyor, or another contractor provides field support, that responsibility and timing should be stated. A clear interface matrix helps prevent a required observation, accessory, connection, or closeout item from being assumed by multiple parties or omitted from every package during final comparison.

07 Who is responsible for permits, inspections, testing, and closeout documents?

Responsibility depends on the contract, design, utility owner, and permitting agencies. Before award, the project team should create a responsibility matrix for the owner, engineer, general contractor, subcontractors, testing laboratory, utility owner, and authorities having jurisdiction. The matrix should cover applications, fees, notices, inspections, testing, record information, certifications, clearances, and final acceptance.
